The next meeting of the City Council will be tomorrow at 6pm.
Agenda highlights:
– Proclaim April as Child Abuse Prevention Month,
– Public hearing for the proposed budget,
– Public hearing for the budget appropriation ordinance,
– Parking variance request for 427 Scott Street,
– Approve a proposal for a feasibility study and pre-engineering plan for a Mendota Trail to Downtown Bristol connector,

– Second public hearing for the HUD Community Development Block Grant (CDBG) Annual Action Plan and Five-year Consolidated Plan,

– First reading to rezone part of a parcel off Stage Coach Rd from R-1 to B-3.

I know the Council is mixed in opinions on this topic, but personally, I think the budget needs to include a dedicated City Attorney. The City Manager knows I won’t vote to approve the budget without that being included.

Crossroads Medical Mission is renovating, which normally requires bringing the property up to code – which in this case would require adding 9 parking spaces. They’re planning to improve parking, but not enough to comply with the code requirements. But they have parking available in two adjacent City parking lots, and many of their clients don’t drive their own vehicles anyway.

A request for proposals for a Mendota Trail to Downtown Bristol connector was issued in January. 5 responses were received, and a best proposal was selected by the staff, by Alta Planning + Design, Inc. The plan will be paid for by grants, and the eventual project will probably be covered or largely covered by grants.

We had the public hearing at the last meeting to rezone a parcel between Stage Coach Rd and Spring Valley Rd for a campground, or as it’s termed, “overnight recreational development”. The rezoned area does not connect to the Spring Valley subdivision, and it seems a good location for a campground, with two caveats – the road needs improvements to support large RVs, and the property can be used for anything allowed in a B3 zone, not just the proposed campground. The main counter-argument for this is that half the property is already zoned B3, and the expansion is only required to comply with the requirements for the campground.
