Bland County Property Assessments Spark Concern Among Residents

Bland County property owners were met with surprise and frustration last week after receiving their new property assessments. The county’s reassessment, conducted by an outside firm hired by the Board of Supervisors, revealed significant increases in property values for many residents, in which some rising by hundreds or even thousands of percent.

The Board of Supervisors selected a company with strong recommendations and a proven track record of working with other Virginia localities. However, despite the firm’s reputation, the results have raised serious questions about accuracy and methodology.

While land assessments appeared to remain relatively stable compared to previous years, structures such as houses, barns, and outbuildings saw dramatic spikes. In some cases, property owners reported increases exceeding 100%, and in extreme instances, more than 1000%. The reassessment was reportedly based on fair market value and replacement cost, but the magnitude of the increases suggests potential errors – whether clerical, software-related, or procedural.

When such discrepancies occur, swift action is critical. Property owners who believe their assessments are inaccurate should begin by contacting their County Commissioner of Revenue to schedule an appeal with the appraisal company. For those unable to attend in person, phone interviews are available.

If the outcome of the initial appeal is unsatisfactory, property owners have the right to present their case to the Board of Equalization, a panel composed of county residents. Should the issue remain unresolved after that stage, the next step is to file an appeal with the Circuit Court.

Residents are also encouraged to attend upcoming Board of Supervisors meetings to share their experiences and concerns. If widespread issues are confirmed, the board has the authority to annul the entire assessment process.

Preparation is key when challenging an assessment. Property owners should gather as much evidence as possible, including:

• Photographs showing property damage or deterioration

• Recent independent appraisals

• Proof of the original purchase price

• Documentation of comparable sales (comps) for similar properties at lower values

• Repair estimates and records of physical defects

Having multiple copies of all supporting materials is recommended to ensure a smooth appeal process.
